SITE SPECIFICS/SCOPE OF SERVICES

The East Field Turf (see Figure 1, below) was constructed in 2008.  The field is aligned north south with two covered players’ benches on the east sideline.  The artificial turf material has reached the end of its life and requires removal and replacement.

In point-form, the scope of services includes the following Proponent tasks:

  • detailed design and specifications for turf carpet and e-layer;
  • detailed design and specifications for the civil works associated with the turf replacement project at Hjorth Road Park;
  • a turf supply and installation tender process and construction administration throughout supply and installation;
  • a civil construction tender process and construction administration; and,
  • all records, as-builts, various legal documents, deficiency and warranty follow up and project close out.

PREFERRED CONSULTANT TEAM REQUIREMENTS

The Consultant should have the following specialists:

  • APEGBC registered civil engineer;
  • APEGBC registered geotechnical engineer; and
  • BCSLA registered landscape architect.

The City recommends that all Consultant teams employ a cost consultant on their team as well.

PROJECT OBJECTIVES

It is expected the Consultant will:

  • provide drawings and supporting documents of a calibre needed to successfully tender and construct the project;
  • commit to completing the entire process from stakeholder consultation through to the submission of as-built records and permit final inspections without any requests for extra fees;
  • allocate the appropriate amount of staff hours required to produce a quality end product; and ensure the completion of the project on time and on budget.

ADDENDA
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP.  No amendment of any kind to the RFP is effective unless it is posted in a formal written addendum on the City Website.  Upon submitting a Proposal, Proponents will be deemed to have received notice of all addenda that are posted on the City Website.
