Affected City Services

In light of the ongoing and rapidly evolving COVID-19 pandemic, Surrey City Hall is switching to appointment-only.

Our customer service team is happy to assist you over the phone or via email. We are providing in-person appointments if you need to speak to staff in person. We encourage you to reach out to get the information you need, while still practicing social distancing.

At this time, staff will only be available at City Hall. The office at the Surrey Operations Centre will be closed at this time. 

Many services that are done at City Hall are fully available online. See our full list of online services, or see below for appointment information.

  • Animal Control & Surrey Animal Resource Centre expand
  • The Surrey Animal Resource Centre is open by appointment but closed to visitors until further notice. If you find a stray or injured animal, please call before bringing it to the shelter.

    Adoption and redemptions of animals will continue by appointment only. Call the shelter at 604-574-6622 or email for additional information. To view our adoptable animals, visit the centre's Facebook page.

  • Parks, Beaches & Sportsfields expand
  • Effective March 23, all city playgrounds, skateparks and sports courts for team sports such as basketball and lacrosse/ball hockey are closed.

    City of Surrey parks and beaches remain open, as are tennis courts, pickleball courts, dog parks, sports fields and baseball diamonds, but all users must be following proper social distancing measures by keeping 2 metres of physical distance from each other to minimize the risk of coronavirus (COVID-19) transmission.

    All playing fields in the City are closed for organized sports. Provincial sport organizations, i.e., BC Soccer, BC Football, BC Baseball, BC Softball and BC Cricket have suspended all play.

    Casual use of sports fields and open green space in our parks can take place within the parameters of social distancing.

    Dog off-leash parks remain open.

  • Parks, Recreation and Culture Reception Services expand
  • The Parks, Recreation and Culture reception desk on the 6th floor of Surrey City Hall is closed until further notice. Virtual meetings with Parks, Recreation and Culture Staff, the Mayor’s Office and the City’s Manager’s Office will be available by appointment only

  • Planning, Development & Building Temporary Services expand
  • Planning & Development Call Centre

    Planning & Development now has a call centre to replace the services normally provided at our 2W Service Counter at City Hall. Callers will be transferred to a staff member who will provide direction with respect to submitting applications, paying fees, requesting data, enquiring about land use, and booking appointments with specific staff. Call 604-591-4086 for assistance. Note that Requests for Inspections should be made through our regular systems, not through this call centre.

    Digital Permit Intake

    All Planning & Development permits will now be digitally accepted by email, through All permit application processes will remain the same, apart from receiving the physical document copies.

    Applicants must submit all necessary documentations, similar to in-person permit application submissions. Once Planning & Development staff receive an emailed permit application, the attached documents will be printed and saved digitally. Regular permit intake procedures will then continue as usual. Any permit application deficiencies will be communicated by email.

    Planning & Development has the right to request hard copy permit application submissions when appropriate. While we intend on lessening in-person interactions and avoiding you from visiting City Hall, hard copies may be necessary depending on the scope of work and project size. Should this be the case, we will let you know after you have attempted to submit your application by email.

    Note that Surrey City Hall has switched to appointment-only. Hard copies of plans, applications and other documents normally accepted at 2W, 3W and 4W counters are to be left in the drop box near the public entrance at Parking Level P1. Pick up of permits, plans and other documents normally from 2W, 3W and 4W is now at the Reception Desk at 1W.


    Building, Plumbing, Electrical and Trees and Landscape inspections are still being scheduled through our regular systems; however, until further notice, there will be no inspections of occupied homes, properties and spaces; and no inspections when City Officials, at their sole discretion, believe there is a health hazard. Inspections will be carried with only one person present to meet the inspector while maintaining appropriate social distancing.

    As the COVID-19 situation evolves, Planning & Development will keep residents and customers informed of any other temporary service implementations and changes. We appreciate residents and customers’ patience and flexibility as we continue to work on temporary business practices.   • Property Taxes & Utilities expand
  • The City of Surrey's Annual Flat Water and Sewer payment will be extended by 90 days. The grace period has been endorsed by City Council and the payment is now due July 2, 2020. There has been no change to the payment schedule for those on metered billing.

  • Waste Collection Services expand
  • Waste collection services are operating on schedule. As a precaution for our workers, effective Monday, March 30, garbage, organics and recycling must be contained within carts. Only items contained within carts will be picked up. If material does not fit in your cart, please store it until your cart has been emptied and place it in your cart for your next scheduled pickup.

    Dispose of all the following items in your garbage cart, contained in plastic garbage bags: personal hygiene products, used tissues, cleaning cloths, face masks, gloves, sanitary wipes - even those listed as flushable or compostable - and all other similar items. Securely tie garbage bags shut and place in your Garbage Cart on your regular collection day. If you’re sick or caring for someone who is sick, double bag all personal waste in plastic garbage bags, before placing in your garbage cart.

    Large Item Pick Up Program

    In addition, effective March 30, in order to prioritize waste collection services, the Large Item Pick Up Program will be suspended until further notice. Any large item scheduled for pickup on or after this date, will be rescheduled for pickup at a later date.

    Recycling Depots

    To prevent the spread of COVID-19, public health authorities are recommending social distancing and maintaining a 2 metre barrier between people is essential. As a result of these measures, some recycling depots are suspending service or reducing service hours. Before heading to your local depot, please confirm with them that they are open and that their hours have not changed. See Recycle BC’s full advisory for more information.
